UCHIDA Hiroyuki – Consul General ofJapan in Strasbourg
Uchida Huroyuki holds the position of Consul General of Japan in Strasbourg and Ambassador, Permanent Observer of Japan to the Council of Europe since the end of 2022. Mr. Uchida and his team represent Japan in the following territories of Eastern France : Bas-Rhin, Haut-Rhin, Moselle, Meurthe-et-Moselle, Vosges, Meuse and Haute-Marne.
Mr. Uchida has been a member of the Ministry of Foreign Affairs of Japan since 1999. Previously, he served as Counsellor for the Permanent Mission of Japan to the European Union and Minister for the Permanent Mission of Japan to the United Nations.
Mr. Uchida holds a law degree from the University of Tokyo.
Darragh PARADISO – Consul General of the United States of America in Strasbourg
Darragh Paradiso assumed her duties as the Consul General of the United States of America in Strasbourg from August 2020 to July 2023. She and her team represent the United States in Eastern France region, and Ms. Paradiso serves as Deputy Permanent Representative to the Council of Europe.
Ms. Paradiso has been a member of the U.S. Department of State’s Foreign Service since 1999. She has worked on a wide range of political and public affairs across Asia and Africa, with a particular focus on freedom of expression. She graduated from Swarthmore College and holds a Master in Public Policy from Princeton University. A proud Oregon native, Ms. Paradiso loves cooking, reading, and hiking with her family.

Luc SIROIS – Quebec’s Chief Innovator and Invited member of the Conseil de l’innovation du Québec
Invested after numerous startups and non-profit organisations focused on youth, health, science and education, he co-founded the health innovation movement Hacking Health with a very successful edition in Strasbourg as well as a digital health accelerator and spin-off fund.
Luc Sirois is Quebec’s Chief Innovator, Managing Director of the Conseil de l’innovation du Québec and founding Chairman of the Board of Directors of Axelys, Quebec’s public research development company.
With a bachelor’s degree in electrical engineering from McGill University and an MBA from Harvard University, Luc Sirois is also a technological and social entrepreneur recognized in Quebec and around the world for his creative approach to innovation and for his involvement in digital technology in Quebec.
